HI John

Not build into Exchange, there maybe a third-party solution that will allow
you to block attachments on a per user basis, you can limit the size of the
message that each user can send, if you open the users properties in Active
Directory Users and Computers and go to the Exchange General tab then click
on the Delivery Restriction button you can set the limit there, and/or you
can set the Default limit by going into Exchange System Manager, expand
Global Settings and open the properties for Message Delivery and then click
on the Default tab.
