restore exchange

What's the best way to restore a backup of exchange in a Server has
stopped working? I've lost the Hard drive and want to restore from a
Tape, but after restore the system State and reinstall Exchange Server I
can't start the Information store service to restore the storage from
the tape. The computer is a Domain controller too.
