outlook2000 or exchange (5.5) issue??

a couple of users experience this problem:
when reading the inbox, scolling down to previous messages, the messages
will disapear if scrolling back up again.
The only remedy to read new messages requires a restart of the outlook
application.
my question: is it a outlook bug. Or is it a exchange failure, perhaps a
priv.edb or something.
any suggestions?
