I thought later versions of Outlook gave users the option of sending read
receipts...

Are you running NT or 2000?

In an Exchange enviroment where all users directly
connect to Exchange through Outlook, your user(s)
CAN'T disable sending read receipts to a person who
requests them who also resides in the same
organization. Read Receipts can only be disabled by a
user when it's over the internet and outside of the
Exchange environment.
