any attachment, a text file, doc or xls file ...
but I could be able to send the attachments to the other side

Sounds like there is a rule on that persons side stating that they cannot
send attachments. What kind of attachment are they attempting to send to the
person who is not getting the attachment properly?

The problem is not your but the person who cannot receive the attachment. 
They may have a rule that prevents all attachments from being received or 
maybe just a specific type of attachment. If you are trying to send an 
.exe attachment try renaming it .txt. 

Otherwise you'll have to have the person you are trying to send the 
attachment to talk to their email administrator.
