you should also be able to do it with a group policy object for your domain
if you add the office xp gpo templates.
whether you should do it though is something to consider carefully as you
are taking away your user's ability to control their response to external
emails as well. i know i have had at least one dept manager asking me how to
prevent read receipts because he doesnt want an external business knowing
the time between reading an incoming email and his actual response.
