I was having the same problem and found this article. It seems to work.
Try the telnet example on your server now and then make the changes and
try it.

Tom,

We are running same Exchange 5.5, service pack 4 and have been
identified as an open relay. We've tried several fixes, none have
worked, been to several sites, etc.

Any suggestions, I'm a newbie, thanks.
