Are these messages pending the queue meant for internal recipients or
external recipients?

Hi,

On a new Exchange 2003 server (running windows 2003), all messages seem
to
be stuck in the "Messages awaiting directory lookup" queue.  I have run
dcdiag and netdiag, all tests pass except netdiag for WINS which is
skipped.  I have stopped/restarted the DNS, and all the Exchange
services.
Any ideas?  Help would be greatly appreciated.
