I am getting this message while sending from an exchange 07 to 03

Your message wasn't delivered because of security policies. Microsoft
Exchange will not try to redeliver this message for you. Please provide
the following diagnostic text to your system administrator.     
#550 5.7.1 Requested action not taken: message refused ##

All kind of different suggestions on web on what could cause it but no
go. Any idea?
