Do the users have a personal folder setup in addition to their mailbox? I’ve seen this happen when users upgrade from a POP setup to an exchange setup and the setup uses the old personal folder as the holding place for the new mail. So, what happens is the mail comes into the newly created Exchange mailbox, then immediately moves to the personal folder. The fix is to remove the old personal folder.
