mails do not reach all recepients

hello,
I have Windows 2000 sever Service pack 3 above is Exchange standered
edition with service pack2
Recently i am facing a problem with the mails sent to our mail server
one mail sent to a and cc: to x,y and z
it is not reaching to all mailboxes some of them does not receive it
although the other receipient receives it
