mailbox limits haven't taken effect yet?

I set them last night, and in all cases apparently they are still not
receiving warnings even though mailbox resources in admin show them over
their limits?  Now management is breathing down my back wanting to know why
the users aren't getting prompted like I said they would - what gives?  Any
ideas would be most appreciated, and apologies to all for the interruption
to your day.
