it looks like a connectivity issue.  Check network cards, cabling, hubs,
switches.  check any firewalls (including if the necessary ports are
open) which lie between your users and the server.
do you access this server over the internet?  via VPN?  over a dial-up?

Help!! Please!!  
Some of my users have been either not able to connect to the exchange
server (no error, just the hour glass) and others have been in outlook
and get a prompt for credentials, which it does not accept when entered,
when I ping the server I get a timeout or only one reply and 3 timeouts.
