Don't use Pop3/SMTP. Set your Outlook to use a MAPI profile.

What I need to accomplish is simple. When accessing Outlook it downloads
all of the email that is stored on the exchange. But I also need access

OWA. What steps can you give to me that will keep a copy of each message
on my server when using both Outlook and OWA.
