Hi Mark

I think process goes this way and you are correct...W3SVC starts 
before the Exchange 2000 Information Store, but the Web service on 
an Exchange server has virtual directories that point to resources 
within the Exchange Installable File System (ExIFS). If the 
Information Store isn't available when W3SVC starts, you'll see 
these errors, but once the Exchange Information Store starts, 
Outlook Web Access works anyway.
