RE: how safe?

I have raised the domain controller security policy a while ago and due
to some *** programs, we had to change it back to normal. Since then I
am getting errors with address book and etc on exchange. Did lot's
research and found this comes from screwed up permissions. That is why I
thought might be easier to do it that way instead of chasing a mouse in
active directory permissions

No. Any services that need stopping and starting are handled
automatically by setup.

It's very safe, unless you know that for some reason your environment
cannot use the default permissions (typically only applies to VERY large
organizations).
