Do some users have different domain names for their mail boxes?

For instance, turkey@xxxxxxxx and hello@xxxxxxxxxxx

If they are, then you will have to make a new http virtual server for
each of the different domain names. The default virtual server only
covers the domain name that was given during the install of the system.
Then to have people access owa you need to use (using the example above)

Vs

http://myipaddress/exchange/turkey

The exchange subfolder only covers the default domain.

Only if you give them the logon locally right.

I suggest that you create a local group and give the group the logon
locally right. Then add what users you want to be able to access the OWA
interface.

Good Luck
