Yes of course, Robert is right. You need a contact if you want to send
to forward to an external SMTP mail address. If you want internal
forwarding, the recipient user will logically need a mailbox.

If you have Exchange 2000, you can forward using the Active directory.
Here you can go to the properties of the user whos mail you want to
forward, an on the exchange general tab there is a button for delivery
options. Here you can define a forwarding adress. You can also define if
you want to keep a copy in the original Mail box.
