A recipient filter is based on those the email is addressed to.

A sender filter is based on the email address the email came from.

For example:

From: bob@xxxxxxxxxxx
To: joe@xxxxxxxxxxx, jane@xxxxxxxxxxxx

If I wanted to filter joe's address, I would setup a recipient filter.

If I wanted to filter bob's address, I would setup a sender filter.
