Here is a simple fix to the problem, create a mail-enabled Distribution Group, DO NOT PUT ANYONE IN IT, go to the Email Addresses tab and add the SMTP Address for the ex-employees. I would then suggest you go to the Exchange Advanced tab and hide this group from the GAL. I normally create the group and call it ex-employees or Dead Employees and just keep adding SMTP addresses to it, just do not add anyone to the Members tab.
