error while publishing cert. to GAL

I am using outlook XP with exchange server 2000, when i am clicking on
Publish to GAL button after getting digital certificate i am getting
error,
"Microsoft Outlook was unable to publish your certificates. The server may
be offline or your certificates may be invalid. Contact your administrator
if the problem persists."
The certificate is not invalid. what could be the reason.
