[ExchangeList] emails filtering

hello,
can we restrict particular emails from different senders with like same subjects on exchange 2003?
if there is a mail loop of subject: ABCD within the same organization senders, can we restrict that emails coming from different senders with Subject : ABCD are rejected and not delivered to any recepient?
