Yes you could try and do it using an SMTP Event Sink.

Is there no way to do it natively within Exchange?  I know in 5.5 there
was a way to do it....

Anybody know how to get the disclaimer for outgoign email at exchange 2K
server level. i.e every outgoing email should have this disclaimer
attached automatically
