conflict in public folder

Halo all,

I need help regarding conflicts in my public folder
In my organization, i use only 1 ex2k server and every time users open and edit 
items in public folder simultaneously, 
i get an conflict message.
The main problem is that if one of my users choose 'keep this item' in the 
conflict message, then there is a possibility that the data is not accurate 

Is there anyway to restrict users from opening the same item if it is already 
opened by another user?
