client outlook problem

i am using 2003 exchange server i have a problem with client outlook, when the client use the send or receive option it give this error
The connection to the server has failed. Account: 'pakistan.org.pk', Server: '10.198.194.101', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E


how i can solve this problem plz help me
