changing public folder permissions

hi,

the permissions on one of our public folders has gone awry.  There is no
folder owner, only publishing editors. When i go into Exchange System
Manager to change the permissions i get the following error: Invalid
Windows Handle ID No: 80040102 Exchange System Manager. In looking this up
on microsoft's site,
http://support.microsoft.com/default.aspx?scid=kb%3Ben-us%3B313333, they
say to use the pfinfo.exe to change the permissions.  Under which portion
of Exchange system manager do i create a new top level folder to move the
public folder to, to reset the permissions? and i do not see a task to
propogate the setting. if you know of another way to change the
permissions, please let me know.

We are running: exchange 2000 on win2k.
