cc and bcc

I am using ms exchange 5.5. I am finding that the email goes to the to:
address recipients correctly but not to them where they are marked as the
cc: or bcc: recipient.
I am also using pop2exchange to pick up the email from the server.
I presume that this may be a setting in exchange which may be incorrect...
but need urgent assistance on fixing this...
