By default public folders are not cached. To have them cached:
1. Add the desired public folders to the Favorites folder under Public
2. Change Outlook settings as follows:
Tools / E-Mail accounts / View or change
Exchange Account - Change
More Settings button
Advanced tab
Cached Exchange Mode:
_X_ Download Public Folder Favorites

Subject: [exchangelist] caching and/or syncing public folders

Exchange 2003 /Outlook 2003 question: If Outlook is in cached mode, are
public folders also cached? In other words, if I lose connection for a
while, I will have access to my mail folders but what about public folders?
If not, is there a way to maintain a local copy of the public folders, and
keeping them in sync with what's on the server?
