Yes you can.

This is from memory and it has been a while since I used 5.5, so I hope
it is accurate:

Exchange Admin - Open properties of Internet Mail Service, go to
connections tab, choose message filtering.  Add domain or email you wish
to block. Apply changes, restart IMS service.
