Sorry for the late response, 
Check only the Plain Text and remove the check from HTML. This settings
works fine in most environments. When you select both Plain Text and
HTML, the IMS will create the message with two parts. The recipient will
receive a Plain text encoded and HTML encoded message. I believe this is
what is happening at your end. Try and let me know if it works.

I'm running Exchange 5.5 sp4.  I checked and plain text and html are
both 
checked off.  There is no rich text setting???
