Windows XP Pro cannot logon

Dear all
i have windows xp on my intranet that cannot access windows 2000 server domain .
it can logon by restart the pc and remove the network cable from it
i follow the instrction on the Local Security Policy and disable
Domain Member : Digitally Encrypte or sign secure channle data(always)
and same things , cannot logon
can some one help me in this issue
