VSS only works with Exchange when called by an API of a 3rd party product. 
There's no such API installed with Windows 2003, so you'd need the agent for it 
to work.

In Windows 2003, won't the "shadow backup" allow you to make backups of
open files without the need for any agent ?  or is there a problem relying
on shadow copies ?
