Typically, encryption takes place at the desktop where the email was
created.  Especially if signing and non-repudiation is a desired
outcome. 

That said, what are the design goals of setting up TLS?  Is this for two
or
three company to company conversations?  Why TLS vs. IPSec or some other
solution?  What's the background and scope?
