yes you have to check cache  mode  and then download new  OAB if  probel still persists then rename  below file from  user profile then restart the computer .
*.OAB
*.N2K
these file default available on below location
 
C:\Documents and Settings\user profile \Local Settings\Application Data\Microsoft\Outlook

check to see if he's in cached mode. we get that all the time. if so, either turn it off, or manually force a download of the offline address book.

I have a single user whose Global Address is not updating. He is using Outlook 2007 and we are running Exchange Server 2003.
