yes you have to check cache mode and then download new OAB if probel still persists then rename below file from user profile then restart the computer .

these file default available on below location
C:\Documents and Settings\user profile \Local Settings\Application Data\Microsoft\Outlook

check to see if he's in cached mode. we get that all the time. if so, either turn it off, or manually force a download of the offline address book.
