Treo device and Active Sync

Hi everyone:
I have a user that has a Treo device that will not connect but another user 
with one will.  I dont really have any experience with them but I was wondering 
if any of you did?  They get a (0004) unable to connect to server error.  I 
dont think it's Exchange because it works for one user.  We are using Exchange 
2003 Sp1.  Any help is appreciated.
