Tracking in Public Folder

Hi

Is there any way of tracking mail movements in a public Folder, not
incoming.

We have a mail enabled public folder that receives quarantined external
mail, and our Helpdesk people releases them by forwarding them on to the
final receipient.
Want to use the Message Tracking Centre in ESM to find out who is doing
what.
