It is an ISA server 2000 and I can telnet 25 to other mx records on the
internet from here.

Could also be on your end however.  Have you checked your firewall logs to
see what's going on there (assuming you have it firewalled)?  What type of
firewall device?  There are some with some known issues such as Pix and
Watchguard that require fixes.

There a few that do this. From home I can telnet 25 to them. It is almost
like they have us blocked.

Is it for just one domain? If so, if you provide us with that domain, or off
list if you like, we can test.

What do the Exchange logs say on the attempted connection?

Most likely, you will have to contact them and they will have to assist
reading their logs to diagnose.
