Tapisrv.exe spikes regularly 95% of the CPU processor.

I am having problem with NT server 4.0. I see that Tapisrv.exe is
comsuming up ro 95% of CPU processor. Also it does not reset unitl you
restart your computer. The version of tapi is 4.00.
Could you help me?
