Systemstate backup is not just for domain information. If it was, why would it be on each and every server and workstation? I forgot the exact list, but basically systemstate backup includes the registry, the %systemroot%\system32 directory, IIS Metabase if IIS is installed, Local GPOs, local security logs, local security ACL and so forth. It also includes information about hardware, partitions, system volumes and so forth.
