Stop Outgoing email from Exchange Server using a Rule under sp. condition

Is there way to create a rule in Microsoft exchange server that does the
following -

Looks for a text string in the email like - number of rows = 0 and if it
finds it then it stops the email from being sent out and puts it in a
separate folder else the email is sent out.
