Surprisingly perhaps I agree with you !!

If the guy cannot keep his Administrator password secret (or feels he can't 
change on the basis of increasing security, which will get over his problem) 
then there probably is no hope and it's not worth further replies.

You have been given technical answers. The answer is NO!

At least a half dozen others have posted a reply to you telling you that it
is not possible, and that you need to take appropriate security steps.

This is not a technical problem, it is a policy problem!

You can not have a technical solution to a policy problem.
