Soka|MB move|rule's stop working

Hello all,
  When we move a mailbox between Exchange servers, user rules get disabled.  
This is true of rules created with Outlook or OWA.  I have only tested 
server-sided rules, like "from" or "subject" checks.  The "fix" is to open rule 
and re-save it.  Any thoughts or suggestions would be appreciated.
  Environment: Windows Server 2003 SP1; Exchange 2003 SP1, Enterprise, Native 
Mode; 1FE/2BE
