Have them download them from a site you post them one.  That would be
preferred.

Is there any way to have message attachments separated from messages so
that the client does not need to download the attachment until the user
executes some sort of download command?

Our Outlook clients get momentary slowdowns when Emails with large
attachments are previewed in the message window. I am thinking there
must be some way to have Exchange server just notify the client of the
attachment and give them the option to download it when they are ready.

Current system setup:
NT 4.0 Server
Exchange 5.5
