Sender blocking on Exchange 2003

Dear friends,

I have an exchange server running behind my firewall. We have a static
IP for our domain.

By default the user accounts which I create are having a facility to
send e-mails onto internet.

I need to block a user from sending e-mails to internet....

I did create enable sender blocking feature on exchange 2003. But it
does not work. 

I also changed setting in SMTP Relay in which I said deny relay for this
user account, but no luck.

When I map the user's mailbox and test I'm able to send the e-mails to
internet.
