Send As permission required to create a Reply With Template rule for public folder

Dear list,
Our user has this error when he ceate auto reply template :
"Changes to the rule could not be saved. You do not have the Send As
permission required to create a Reply With Template rule for this public
folder"
Server : Exchange2k SP3 on Win2k SP4
Client : WinXP, Outlook2002
Help me. Please !
