Are you thinking to distribute those messagens one by one or if a user
is approved, he will get all those messages at on time?

I was asked to implement the following policy in my Exchange 2000:

To quarantine all incoming messages, preventing them from being received,
untill they are approved by an authorized person, who then will distribute
them to appropriate recipients.

Apart from scripting are there any other ways for doing this?
