No, the spf record gets added at your ISP dns servers.

How do you mean? I have my domain hosted at www.hosting.nl and i have a
control panel on wich i can configure my DNS. But there I do not have
the option to enter the SPF txt record. I thought that I needed to add
that record on my DNSserver..

I tried to 2 days ago, but i got stuck. I entered al the data but it
does not work. If i look at www.dnsreports.com i still get the message
that no spf is linked to my domain..
