You cannot download Windows Mobile 5 in the usual way. 
There are emulators available from Microsoft, however these haven't been
updated to include the Messenger and Security Feature Pack yet.

No, it isn't mandatory, at least with the ActiveSync in Windows Mobile.
WM5 allows you to select from the list of known/configured Exchange
carriers or override with your own.

Since that would be the only way Exchange could know where to send the
