[ExchangeList] SMTP ERROR

Hi, 

We are getting this error when sending to a gov email. 

The following recipient(s) could not be reached: 
      user@xxxxxxxxxxxxxxx on 5/3/2006 10:57 AM 
            The recipient could not be processed because it would
violate the security policy in force 
            <domain.org #5.7.0 smtp;550 5.7.0 Access Denied> 

Please let us know the possible solution.
