SBS 2003 Exchange not forwarding e-mail from rule

Hi, I have a windows 2003 sbs w/sp1 at work. I ran into a problem where
the exchange server is not forwarding e-mail set by the rules in people
e-mail account. any ideas on the cause? I can still manually forward the
e-mail but not automatically. exchange server is w/sp1 and Intelligent
Spam filter from MS.
